Follow on discussion about NATO–Russian relations in Tallinn

Chief Advisor to the RISS Director, a corresponding member of the Russian Academy of Natural Sciences, Professor of the Russian Academy of Military Sciences V.P.Kozin took part as a co-reporter at the representative international «Baltic–Russia Youth Forum», organised in Tallinn by the Estonian Atlantic Treaty Association in collaboration with Alliance Headquarters, Estonian Ministry of Defense and the Friedrich Ebert Foundation. The Forum, which had as its main goal to discuss issues on development of relations between Russia and Baltic states, was attended by the representatives from more than 50 sates, including Russian citizens from a number of major cities.

In his report RISS expert picked out five main stages in Soviet–NATO and Russia–NATO relationship, which developted unevenly during last 66 years of the North Atlantic Alliance existence, going through stages of limited cooperation up to complete cutting off all contacts. The latter took place after NATO bombing Yugoslavia in 1999, direct contribution of the leading member states of the transatlantic block unconstitutional takeover in Ukraine in 2014, as well as the following transition of NATO to strident anti-Russian rhetoric and military duild-up on Russian border.

With a number of examples V.P.Kozin showed that on the cusp of 2014/2015 USA and its allies in NATO iniciated the second more dramatic stage of the Cold War, which differs from the first stage in five times stronger military activity at the territories of the Russian Federation, wider basic strategy, stronger forward military presence and its twofold increase in military training exercise with anti-Russian bias.

RISS Chief Advisor laid out eight preconditions to normalize relations between NATO and Russia.

He also made political suggestions that could prevent negative trend in Russia–America and Russia–NATO relations.

The proposed measures were the following: to hold after 2017 new representative conference for Security and Co-operation in Europe, for example, on the territory of neutral Switzerland; to adopt Declaration between OSCE/Russia and NATO member states to stop confrontation on the principles of equality and equal security with prior making Europe free from the US tactical nuclear weapons and anti-missile systems; to hold in 2017 the Russian–American Summit with new American President to discuss only one strategic issue: on development of arm control, which is now brought to nought upon the USA and NATO initiative.

In his report senior research fellow of the Center for Transatlantic Relationship of the Johns Hopkins University М.Haltsel (USA) came to groundless accusations of Russia and its policy on the international scene.

He spoke about «Russian military threat» to the European and the Baltic states. Following accusatory rhetoric of the reporter, Russia–NATO relations will come to complete stagnation, since it is not in the interests of the US political leaders. The American expert gave no сonstructive suggestions, that could make the atmosphere healthier. The report had a clear idea of separation of Europe and Russia.

According to the forum agenda, NATO and different governmental and public organizations in Europe go on to actively indoctrinate youth from NATO and neutral countries, as well as from the Russian Federation and CIS countries in a way of critical attitude to the policy of Russia and its allies.

On the other hand, a positive side of the meeting in Tallinn was the invitation of the Russian representative as a co-reporter and his participation in the following discussion, which was for the first time in four years of work of the forum.

The next forum of the similar format is planned to take place next year in Vilnius.
