19th Congress of the Communist Party of China in accordance with earlier decisions of the governing bodies opens on October 18 in Beijing.
During the four-day 7th Plenary Session of the 18th Central Committee of the Communist Party of China (CPC) preparation for the Congress was finished. At the plenary session were reviewed and adopted three documents: the CPC Central Committee’s report on the work; report on the discipline inspection and the Statute of the CPC with amendments and additions. General Secretary XI Jinping made explanations about the reports, member of the Standing Committee of the Central Political Bureau of the CPC (PSC) Liu Yunshan in his turn made explanations about the changes in the CPC Statute.
First of all we can note the installation of comprehensive deepening reforms in all fields. At 18th Congress was specified extensive and detailed reform program. In the most complete form it was presented in documents of the 3rd CPC Plenum (November 2013). The necessary reforms were outlined in the six areas (economy, politics, culture, social sphere, environment, party building), including "336 important reform measures" to be implemented by 2020. On the 4th Plenum was nominated 190 "reform measures of importance to control the state on the basis of the law," which were included in the reform program.
Later the official press has published reports according to which in 2014 had been "basically completed" 80 "basic tasks" identified by the steering group of the CPC Central Committee on deepening reform. In addition, the Central ministries and departments performed 108 tasks and put forward 370 "measures of reform character."
As it is known, the fight against poverty was strengthened on the personal initiative of General Secretary XI Jinping. The number of rural population in China fell from 122 million to 70 million 170 in 2011 to 2014. In 2015 the resolution of the CPC Central Committee and the State Council of the PRC set the task to achieve the elimination of poverty for 70 million people by 2020.
It is important that after the 19th Congress China intends to build a society of "average income," as the CPC promised to do that by 2021.
The communiqué of the just-ended 7th Plenum of the Central Committee emphasizes that the CPC is a "big party, including over 89 million people," it is the ruling party. If there were no a unified, centralized leadership, strict political discipline and political rules, a favorable political environment, the party could lose its unity and vitality. It is necessary to "support the leadership of the party by work in all fields."
In this context the undertaken measures by the leadership of the CPC should be noted: "purifying the political environment," that is fight against corruption, improving the party work style, increasing demands for its members and managers.
According to the communiqué of the 7th Plenum, CPC is guided by "Marxism-Leninism, Mao Zedong thoughts, Deng Xiaoping theory, the important ideas of the "triple representation," the concept of scientific development, implements the important ideas of the speeches of General Secretary XI Jinping, his new concepts, new initiatives, and a new strategy of governance." It is possible that the formula about the theoretical achievements of the current General Secretary will be included in the CPC Charter. Among the other formulations: upholding the General principles of "forward movement in terms of stability," promoting reforms, strict party management, improving of macroeconomic management, and development of the armed forces.
In regard to the Russian-Chinese relations, as said the General Secretary during his visit to Moscow in July, "currently, the relations of comprehensive strategic partnership between China and Russia are in the best period in history." Let's hope that after the Congress our relationship will continue to develop. In the Chinese media have already appeared the evaluations of the upcoming 19th Congress of the CPC as a "historic" event that "will have a profound impact on the whole world."
