USA may create a new fleet architecture to compete with Russia and China

RISS expert Dmitry Chizhov in the article of RISS journal “National Strategy Issues” №5 (56) analyses the process of the U.S. naval power building in the face of Washington’s declared global competition with China and Russia . The focus is on the Pentagon’s actions aimed at shaping a new fleet architecture which would suit the new requirements of military and political leadership.

According to the US Navy leadership, the USA needs to increase its fleet in order to match near-peer opponents such as Russia and China. As part of the formation of a new role of the fleet in modern geopolitical conditions, the Pentagon looks to adjust its operational and strategic plans. RISS expert also noted that the open to the public naval strategy would provide an opportunity to strengthen public support for the further fleet development. "Now there is no open to the public naval strategy. This indicates the increased secrecy of the US Department of Defense," Dmitry Chizhov added.

Broad public support for U.S. naval strategy could influence Congressional approval and funding. As part of the creation of a new fleet architecture, US Navy leadership increases fleet size and composition. The planned maximum number of U.S. submarines in the fleet (355 units) may change in the future. "It is important to note that the number of submarines is approximate. Such a number is necessary for the military and political leadership to modernize the national armed forces," RISS expert underscored.

In order to create a new fleet architecture, the Pentagon has taken a number of successful steps to implement various shipbuilding plans. In expert's opinion, the success would depend on the amount of funding.
