United European Army: myth or reality

“The key EU countries, Germany and France, spoke in the support of the creation of the Permanent Structured Cooperation program (PESCO), understanding the need for reform of this structure,” – RISS expert Anna Vilovatykh said. According to expert opinion, the escalation of contradictions between Europe and the United States is like a locomotive of combined efforts of European leaders to build a greater autonomy of the European Union, including in the military sphere. “Acting together, these countries will be able to achieve more,” – she added.

“It is difficult to say whether NATO structures and PESCO will be cooperate or compete against each other,” – RISS expert noted. On the one hand, Brussels declares that this agreement would not prevent the implementation of initiatives in the framework of NATO, but at the same time we understand that there are a lot of contradictions between the Americans and the Europeans, and people have been talking about the creation of a European Defense Union for quite a long time. At the same time, the Minister of Foreign Affairs of Poland and the President of Lithuania stated that these two structures will organically complement each other.

The expert noted that the public always need explanations of the financial revenues for the large-scale projects. “In this case in the context of the formation of a United European Army the EU began to warn about the so-called “Russian threat”. It resembles a situation when the United States established in Europe missile defense system, justifying that by the threat from Iran,” – the analyst said.

“However, Portugal, Malta, and Ireland abstained from the signing the contract. Denmark and the UK refused to participate in it,” – A.Vilovatykh said. This is understandable for Denmark, as its leadership implements innovations in the field of military construction. Regarding the UK, it intends to strengthen its position primarily in NATO.
