Excerpts from the Order of reviewing manuscripts submitted by authors for publication in the «National Strategy Issues» journal
All scientific manuscripts submitted to the editorial board of the «National Strategy Issues» journal, meeting the profile and the topic of the journal, issued in accordance with the Requirements for scientific manuscripts of articles for publication in the scientific journal «National Strategy Issues», must be reviewed for their scientific assessment.
– texts of the speeches at the round tables;
– articles published in the sections «Reviews» and «RISS publications».
The review is written for each article. In addition, articles prepared by graduate students or applicants are considered in the presence of positive reviews of the scientific supervisor and the specialized department (division or sector). Reviews are sent to the editorial board by e-mail firstname.lastname@example.org with the e-mail address and contact telephone number of the reviewer.
Articles prepared by research fellows of the Federal State Budgetary Scientific Institution “Russian Institute for Strategic Studies” are submitted to the heads of the academic departments, who carry out scientific editing of the manuscripts and pass them to the members of the editorial board – columnists, in the terms established by order of the RISS Director from July 9, 2012 No. 49 and annual thematic plan of research and analytical works of RISS.
Articles prepared by external authors and submitted to the editorial board are sent to the chief editor, who determines whether the article meets the profile and the topic of the journal and if it should be sent to the editorial board – columnists.
Members of the editorial board – columnists determine reviewers with the most suitable scientific specialization for the topic of the article among qualified and recognized research fellows of RISS having publications on the subject of peer-reviewed articles in the past 3 years.
Members of the editorial board may be involved in peer review process of scientific articles.
The term of reviewing scientific manuscripts should not exceed one month from the date of submission of materials to the members of the editorial board – columnists.
Reviewers express their conclusions on the article in written form in appropriate reviews. Reviews are signed by the reviewer with his degree, academic title, position, date, and then submitted to the editorial board on paper and electronic media.
Reviewers evaluate scientific novelty, level of understanding of the problem, contents compliance with the title of the topic, accessible presentation of the author’s ideas; indicate positive aspects and shortcomings of the article, corrections and additions which should be made by the author.
Reviewer makes the final article conclusion:
a) the manuscript of a scientific article is recommended for publication in the journal;
b) the manuscript of a scientific article is not recommended for publication in the journal;
c) the manuscript of a scientific article can be recommended for publication in the journal after error correction.
If there are some recommendations for article correction, columnist sends to the author the review with a proposal to take into account shortcomings in preparing a new version of the article or (partially or fully) to refute them. The modified article is resubmitted for review.
The article not recommended for publication will not be considered again.
Manuscripts of scientific articles recommended for publication are sent to the chief editor of the journal. A positive review is not a sufficient reason for article publication. The final decision on appropriateness of the publication is made by the editorial board of the journal and recorded in the meeting minutes.
After making decision about publishing/not publishing scientific manuscripts, the editorial board informs the authors.
The originals of the reviews are kept by the editorial board secretary for five years. A copy of the review or the motivated refusal is sent to the authors. If there are special requests, the editorial board sends copies of the reviews to the Ministry of Education and Science of the Russian Federation.
